Health CS Deborah Barasa had a rough time explaining how deductions for the new Social Health Insurance Fund(SHIF) will be conducted for people who are not unemployed
While appearing before the National Assembly, ahead of the SHIF rollout, Barasa explained that the deduction will almost be similar to those who are employed.
She was however questioned where the deductions will be made and how it will be done.
“It will be similar to the hustler’s fund. With zero percent interest,” Barasa said, with MPs pointing out she was clueless about the whole concept .
Attempts by SHA chairman Abdi Mohammed to help the CS in responding to the question were thwarted.
Just imagine this is the CS Health but does not even understand SHIF! Reject this nonsense.

Below are some of the reactions from the heated session in parliament;
Roddie:Honestly, what is it with these guys who are appointed to Ministries.. Kukaa chini usake professionals wakuExplainie concept ya your own ministry so that you can project the same to Parliament ni ngumu.. Naona Health CS anaStragoo kuExplain about SHIF
Edgar Wabwire:Health CS Deborah Barasa is completely clueless and doesn’t even understand the SHIF herself. This is a scam in the making, and this government’s incompetence is glaring. The chair is asking right questions. Buana give him porridge with an Amarula Flavour. I will pay.
