Justice Muhammed Kullow  has been suspended by President William Ruto following allegations of gross misconduct that were pinned against him.

Justice Kullow served at the  Environment and Lands court.  His suspension comes after  recommendations from the Judicial Service Commission. The team submitted four petitions seeking the removal of Justice Kullow on grounds of misconduct, incompetence, violation of the constitution, and breach of the judicial service. He is also accused of delaying and failing to deliver rulings and judgements in 116 cases.

The JSC on Wednesday, March 6 announced plans to remove Justice Kullow from office, petitioning the president to form a tribunal to probe the removal. This comes after JSC,  during reforms, said in its capacity it’s going to clean up the judicial service to remove nonperforming judges and have a performing team that will help the common mwananchi.

In a gazette notice dated March 8, Ruto appointed Appellate Judge Patrick Kiagi as chairman of the tribunal that is mandated to probe the removal of justice Kullow from the office.

5.Rukia Mohamed

6.Charles Mulila

The team will also inquire into the conduct of the judge in terms of the particulars set out in the petitions and determine whether the allegations therein constitute breach of the provisions of article 168 of the constitution.

“In addition, upon receipt of several complaints, the JSC on 31st May 2023 resolved on its motion, to initiate proceedings for the removal of justice Mohammed from office, for inordinately delaying or failing to deliver rulings or pass judgements of 116 matters,” part of the statement of JSC read in part.

President Ruto said in the discharge of its functions, the appointed team will expeditiously prepare and submit a report and its recommendations. Kullow will now be on half pay as he awaits his fate to be decided by the appointed team.
